    1. Awards Presentation to County Council by Jim Headley, Executive Director of the South Carolina Recreation and Parks Association (State Agency of the Year and Dorothy Mullins National Recreation and Park Association Innovative Programming Award).
    2. Resolution recognizing Susan Floyd and the Arts Partnership for their efforts in providing the murals that now hang in the halls of the County Administration Building, and for providing the labor to mount the murals and hang them.
    3. Resolution recognizing local participating funeral homes, their staffs and families, and local citizens who have shown financial or other support for the funeral profession's efforts to help construct the National World War II Memorial.
    4. Resolution recognizing Lower Piedmont Rescue 17 for its efforts in implementing community projects and events.
  1. Conduct Public Hearings Pertaining to the Following:
    1. Proposed Ordinance designating the J. Verne Smith Parkway and portion of Highway 101 as a scenic highway. (This hearing to be continued until December meeting).
    2. Proposed issuance by JEDA of not exceeding $3,000,000 aggregate principal amount Economic Development Revenue Bonds, the proceeds of which will be made available to Duncan Technologies, Inc., and Erhardt + Leimer, Inc.
    3. Proposed Ordinance authorizing the execution and delivery of a Lease Agreement between Spartanburg County as lessor and Alcoa Fujikura Ltd as lessee and other matters relating thereto, including, without limitation, a fee in lieu of taxes.
    4. Proposed Ordinance authorizing a lease agreement between Spartanburg County as lessor and Raynor Mfg. Co. as lessee; and other matters relating thereto including, without limitation, payment of a fee in lieu of taxes.
    5. Proposed Ordinance with respect to the approval by Spartanburg County, SC, of a fee in lieu of tax agreement to be entered into by Spartanburg County with Tyco Electronics Corporation.
    6. Proposed Ordinance with respect to proceedings in connection with the second amendment of the Spartanburg County and Union County, South Carolina, joint county industrial park (the "Industrial Business Park") entered into Spartanburg County with Union County, SC. The property to be included in the Industrial Business Park includes the Tyco Electronics Corporation Project located at 320 John Martin Road, Spartanburg County, SC.
    7. An Ordinance which would authorize Spartanburg County, SC, to execute and deliver an Amendment to Lease Agreement and Amendment to Trust Indenture pursuant to which the county would agree to convert the fee in lieu of tax arrangement contained in the Lease Agreement from 6% assessment ratio during the initial ten year period of the lease term and an assessment ratio of 4% during the remainder of the term to a 6% assessment ratio during the entirety of the term of the lease agreement and to confirm the County's consent to extend the time in which to complete the Project described in the Lease agreement for the two year period described in Section 4-29-67(C) (2) of the South Carolina Code of Laws of 1976, as amended, all of which relate to the previous issuance of certain industrial revenue bonds by the County on December 1, 1996, relating to expansions or improvements of existing manufacturing facilities owned by Michelin North America, Inc., and located in the County.

Receive information and take desired action in reference to request from Mark Zayas, Co-Captain of Arcadia Rescue 1, for a solicitation permit for Arcadia Rescue 1 and its auxiliary to solicit funds from motorists on November 24 and November 25, 2000, between the hours of 9:00 a.m. and 4:00 p.m. at the following locations: Hayne Street at West Blackstock Road; Hayne Street at Spring Street; Hayne Street at Morning Drive; and Spring Street at Old Greenville Highway.
  2. Receive information and take desired action in reference to proposed expansion of Chesnee Community Fire Service Area to include City of Chesnee. (Adopt Resolution calling for a public hearing.)

    1. Render third reading to a proposed Ordinance to amend Ordinance Number O-99-014 relating to the Joint County Industrial and Business Park (Park No. 2) of Cherokee and Spartanburg Counties so as to Enlarge the Park.
    2. Render third reading to an Ordinance authorizing the execution and delivery of a lease agreement between Spartanburg County as lessor and Raynor Mfg. Co. as lessee, and other matters relating thereto including, without limitation, payment of a fee in lieu of taxes.
    3. Render second reading to an Ordinance authorizing the execution and delivery of a fee in lieu of tax agreement by and among Spartanburg County, SC, and TYCO Electronics Corporation; and other matters relating thereto including, without limitation, payment of a fee in lieu of taxes.
    4. Render second reading to a proposed Ordinance amending the terms of that certain Lease Agreement between Spartanburg County, SC, and Michelin North American, Inc., dated as of December 1, 1996.
    5. Render second reading to an Ordinance to amend the jointly owned and operated industrial/business park in conjunction with Union County; such park being geographically located in Union County and Spartanburg County and established pursuant to SC Code of Laws, as amended, to provide for a written agreement with Union County providing for the expenses of the park, the percentage of revenue application, and the distribution of fees in lieu of ad valorem tax to the counties and relevant taxing entities; and to provide that jobs tax credits allowed by law be provided for industries locating in said park, and to permit a user fee in lieu of ad valorem taxation.
    6. Render second reading to an ordinance authorizing the execution and delivery of a lease agreement between Spartanburg county as lessor and Alcoa Fujikura Ltd. as lessee, and authorizing other matters relating to the lease agreement, including, without limitation, payment to Spartanburg County of a fee in lieu of taxes.
    7. Render second reading to an Ordinance amending Ordinance No. 641 as it relates to the EMS Advisory Committee.
    8. Receive information and take desired action in reference to a proposed Resolution approving the enlargement of the boundaries of the Spartanburg Sanitary Sewer District (Fernwood-Glendale/Sloans Grove Road Area). (This item carried over from July meeting).

Receive information and take desired action in reference to a Resolution in support of the issuance by the SC Jobs Economic Development Authority of its economic development revenue bonds (Erhardt + Leimer Inc.
