Spartanburg County Council met on Monday, April 17, 2000, at 2:00 o’clock p.m. in Conference Room Two, County Administrative Office Building. All members of County Council were in attendance along with James Hartmann, County Administrator; Bill Dennis, Deputy County Administrator; Glenn Breed, Assistant County Administrator; and Roy McBee Smith, County Attorney.

In compliance with the Freedom of Information Act, notice of this meeting was provided in advance to the local news media and other interested parties.

    1. Chairman Floyd called the meeting to order.
    2. Information was received relative to the appointment of a Spartanburg Regional Hospital Liaison Committee. Proposed members from County Council include Mr. Britt, Mr. Huckaby, Ms. Stewart and Mr. Horton, with Mr. Britt acting as Chair. Motion by Mr. Nutt to appoint Mr. Britt, Mr. Huckaby, Ms. Stewart and Mr. Horton to the newly formed Spartanburg Regional Hospital Liaison Committee, with Mr. Britt acting as Chair. Motion seconded by Mr. Adams and carried. The liaison committee, which will also include members of the Hospital Board as appointed by the Hospital Board, will meet in a regular fashion in a public forum.
    3. Motion by Mr. Huckaby to waive rules, nominate and appoint William E. Fowler, Sr. to the Athletic Commission. Motion seconded by Mr. Adams and carried. Motion by Mr. Huckaby to waive rules, nominate and appoint Dana Anne Bruce to the Domestic Violence Board. Motion seconded by Ms. Stewart and carried. Motion by Mr. Nutt to waive rules, nominate and appoint Stephen Ryan Futrell to the Fire Prevention and Protection Advisory Committee. Motion seconded by Mr. Horton and carried.
    4. Motion by Mr. Britt to add an item to the agenda relative to Adopt-A-Spot of Pride Intersection Enhancement Program. Motion seconded by Ms. Stewart and carried. Mr. Hans Balmer, Chairman of the PRIDE Taskforce appeared and stated that he is seeking sponsors for the Adopt-A-Spot Program. Sponsors adopt a portion of an intersection, or an entire intersection, and pay for site development. A sign is erected to show who the sponsor is. A foundation will be set up to receive funds through the Spartanburg County Foundation; sponsors will pay the Foundation. Mr. Balmer asked Council to consider a $3,000 donation which will go towards the development of the Cleveland Fountain at the intersection of Asheville Highway and Church Street. The City has already donated $3,000, and the PRIDE Taskforce has donated $3,000. Motion by Ms. Floyd to authorize an expenditure of $3,000 from Council Contingency for the Adopt-A-Spot of Pride project at the intersection of the Asheville Highway and Church Street. Motion seconded by Mr. Britt and carried.
