Spartanburg County Council met on Monday, August 21, 2000, in the County Council Chambers, 366 N. Church Street, Spartanburg, SC, at 5:30 p.m. The following attended: Honorable Karen Floyd, Chairman; honorables Johnnye Code Stewart, David Britt, Jeff Horton, Frank Nutt, Ken Huckaby, and Rock Adams, Council Members; along with James K. Hartmann, County Administrator; Bill Dennis, Deputy County Administrator; Glenn Breed, Assistant County Administrator; and Billy Smith, Assistant County Attorney.
In compliance with the Freedom of Information Act, notice of this meeting was provided in advance to the local news media and other interested parties.
Chairman Floyd called the meeting to order.
Invocation was rendered by Glenn Breed. Jessie Campbell led in reciting the Pledge of Allegiance.
III.
- Motion by Ms. Stewart to adopt a resolution recognizing Tyrone Gilmore. Motion seconded by Mr. Britt and carried.
- Motion by Mr. Adams to adopt a resolution recognizing the American Legion Baseball Team. Motion seconded by Mr. Britt and carried.
- Motion by Mr. Horton to adopt a resolution proclaiming August 25 and 26 as "Zero Tolerance for Litter" weekend. Motion seconded by Mr. Huckaby and carried.
- Ms. Stewart recognized the Spartanburg County Osteoporosis Coalition for receiving the National Association of Counties’ Achievement Award.

Public Health and Human Services Committee (Honorable Johnnye Code Stewart, Chairman)

Personnel and Finance Committee (Honorable Ken Huckaby, Chairman)
- Motion by Mr. Huckaby to allow the Spartanburg Memorial Auditorium Commission to use interest proceeds from Auditorium Bonds for renovation expenses. Motion seconded by Mr. Britt and carried.
- Motion by Mr. Huckaby to designate the Spartanburg Children’s Shelter as recipient of prorated funds for shelter services. Motion seconded by Mr. Britt and carried.
- Motion by Mr. Huckaby to authorize staff to put out for bid a proposal for long-term disability benefits, and further to authorize staff to revise County Policy to allow retirees who have been employed for a minimum of 10 years to be eligible for health insurance benefits. Motion seconded by Mr. Britt and carried. The issue of dental benefits for retirees was carried over pending further information.

Recreation Committee (Honorable Jeff Horton, Chairman)
- Motion by Mr. Horton to authorize staff to proceed with negotiations relative to lease renewal for District 7 tennis courts.

- Mr. Jeff Caton provided a monthly progress report relative to Cleveland Park Renovation project.
Economic Recruitment and Development Committee (Honorable David Britt, Chairman)
- Motion by Mr. Britt to authorize an expenditure of up to $15,000 to assist the Ballet of Spartanburg with funding for bringing the Nutcracker to the Spartanburg Memorial Auditorium. Motion seconded by Mr. Huckaby and carried.
Public Safety and Judiciary Committee (Honorable Rock Adams, Chairman)
- Motion by Mr. Horton to render first reading to proposed amendments to the Unified Land Management Ordinance. Motion seconded by Mr. Adams and carried.
- Information was received regarding Una Revitalization efforts.
- Motion by Mr. Huckaby to extend the Mobile Home Amnesty Program for six months. Motion seconded by Ms. Stewart and carried.
- Motion by Mr. Huckaby to render first reading to a revised Litter Control Ordinance. Motion seconded by Mr. Adams and carried.
- Information was received regarding activities of Building Codes Department.
Public Works, Buildings and Grounds Committee (Honorable Frank Nutt, Chairman)
- Motion by Mr. Nutt to terminate the lease agreement with the City of Wellford for the Wellford Community Center. Motion seconded by Mr. Huckaby and carried.
- Information was received regarding activities of the Public Works Department.

- Motion by Mr. Britt to render second reading to the proposed International Maintenance Code Ordinance. Motion seconded by Ms. Stewart and carried.
- Motion by Mr. Britt to render third reading to an Ordinance relating to the fiscal affairs of Lakewood Hills Special Tax District, making appropriations therefore, and levying taxes for the year beginning July 1, 2000 and ending June 30, 2001; to provide for budget control of said appropriations by the Spartanburg County Council, providing an effective date. Motion seconded by Mr. Huckaby and carried.
- Motion by Mr. Britt to render third reading to an Ordinance relating to the fiscal affairs of Twin Lakes Special Tax District, making appropriations therefore, and levying taxes for the year beginning July 1, 2000 and ending June 30, 2001; to provide for budget control of said appropriations by the Spartanburg County Council, providing an effective date. Motion seconded by Mr. Huckaby and carried.
- Motion by Mr. Huckaby to carry this item over. Motion seconded by Ms. Stewart and carried (Render third reading to an Ordinance relating to the fiscal affairs of the County Fire Services Areas).
- Motion by Mr. Huckaby to render second reading by title to an Ordinance providing procedural amendments to Ordinances Nos. 670 and O-99-002 with no additions or changes in penalties. Motion seconded by Mr. Britt and carried.

All resolutions, ordinances, agreements, petitions and related documents which were read and approved by Council at this meeting for the financing of certain industrial or similar revenue bonds or notes, are incorporated in these minutes by reference as if fully set forth herein. The reference is to all such documents showing execution by the County on the date of this meeting included in the office of the Clerk of Court for Spartanburg County.
