Spartanburg County Council held a work session on Monday, February 21, 2000, at 12:00 o'clock noon. The following were present: Honorable Karen Floyd, Chairman; Honorables Johnnye Code Stewart, Jeff Horton, David Britt, Rock Adams, Ken Huckaby and Frank Nutt, Council Members; along with James K. Hartmann, County Administrator; Glenn Breed, Assistant County Administrator; and Roy McBee Smith, County Attorney.

In compliance with the Freedom of Information Act, notice of this meeting was provided in advance to the local news media and other interested persons.

1. Chairman Floyd called the meeting to order.
2. Mr. Graham Rich, General Manager of Spartanburg Sanitary Sewer District, was present. Mr. Rich explained how annexations occur. He also described the composition of his Board. A document entitled Spartanburg Sanitary Sewer District Capital Improvement Summary Fact Sheet was provided to Council. Mr. Steve Evatt, Chairman of the Spartanburg County Water and Sewer Advisory Committee, appeared. A document entitled Spartanburg County Water Managers Association Update to County Council/February 21, 2000 was provided to Council Members. Mr. Evatt gave a brief overview of this document. Mr. Evatt and the Sewer and Water Advisory Committee will work with Frank Nutt and the Public Works, Buildings and Grounds Committee to plan for future water needs and develop future water sources.
3. Elena Rush appeared to provide updated information on Una Area Revitalization Efforts. A status report entitled Revitalization of Deteriorating Neighborhoods was provided. Ms. Rush gave an overview of the report. Chairman Floyd requested that a timeline be prepared to illustrate progress. Ms. Rush will provide a timeline prior to the March meeting.
