A Work Session of Spartanburg County Council was held on Monday, March 20, 2000, at 1:00 p.m. in Conference Room Two, County Administrative Office Building, 366 North Church Street, Spartanburg, SC. The following were in attendance: Honorable Karen Floyd, Chairman; Honorables David Britt, Jeff Horton, Rock Adams, Ken Huckaby and Frank Nutt, Council Members; along with James K. Hartmann, County Administrator; Bill Dennis, Deputy County Administrator; Glenn Breed, Assistant County Administrator; and Roy McBee Smith, County Attorney.

Chairman Floyd called the meeting to order.

Mr. Randy Thomas of McAbee, Talbert, Halliday, & Co., Certified Public Accountants, was present to review the Management Letter for Spartanburg County, South Carolina, dated June 30, 1999, and the departmental findings outlined therein. Lisa Benfield, Internal Auditor, was also in attendance. Mr. Hartmann stated that he has met with Mr. Thomas and Ms. Benfield and recommendations have been prepared relative to the findings in the Management Letter. (See attached: "Spartanburg County Proposed Recommendations to Management Letter FYE June 30, 1999"). It was noted that old findings are repeated. Mr. Britt stated that he would like corrections made prior to next year's management letter. Mr. Hartmann suggested a team approach to solving the problems, as outlined in the printed proposal provided to Council. The Spartanburg Alcohol and Drug Abuse Commission was discussed. Mr. Thomas stated that he has had concerns with some bookkeeping practices. Specifically, duplicate books are kept in order to provide required reports. Although there is no wrongdoing noted, this is an inefficient manner of operating. Mr. Thomas suggested that the County further assess the possibility of splitting SADAC from the County on a financial basis. Staff will provide a quarterly update to County Council relative to the status of management letter findings.
