Spartanburg County Council held a work session on Monday, September 11, 2000, at 3:00 o’clock p.m. in Conference Room Two, County Administrative Office Building. The following were present: Honorable Karen Floyd, Chairman; Honorables Johnnye Code Stewart, Rock Adams, Frank Nutt, David Britt, Jeff Horton and Ken Huckaby, Council Members; along with Jim Hartmann, County Administrator; Bill Dennis, Deputy County Administrator; Glenn Breed, Assistant County Administrator, and Roy Smith, County Attorney.

  1. Chairman Floyd called the meeting to order.
  2. Mr. Garrett Jackson and Mr. Birney Bland appeared on behalf of the Greenville-Spartanburg Airport Commission. The Commission requests that the J. Verne Smith Parkway and a portion of Highway 101 be kept free from unnecessary signs, similar to the Highway 11 scenic corridor. Mr. Bland stated that the Commission proposes that the J. Verne Smith Parkway and the portion of Highway 101 from I-85 north to Greer be designated as a scenic corridor. Mr. Emory Price of Spartanburg County Planning stated that there are currently no billboards in this area. He suggested that the Planning Commission and Pride Taskforce contact sign companies and other potentially affected people to discuss this proposal. Motion by Chairman Floyd to render first reading by title to an Ordinance that restricts signage on the J. Verne Smith Parkway and a portion of Highway 101 from I-85 north to Greer, and places a moratorium on permitting for signs in these locations, pending the conclusion of this Ordinance. Motion seconded and carried. Mr. Hartmann stated that he will work with Planning staff to insure that area property owners are notified of a public hearing to be held in the vicinity of the proposed scenic corridor.
