Spartanburg County Council met on Monday, February 21, 2000, at 2:00 o’clock p.m., Conference Room Two, County Administrative Office Building. The following were present: Honorable Karen Floyd, Chairman; Honorables Jeff Horton, David Britt, Johnnye Code Stewart, Ken Huckaby, Frank Nutt and Rock Adams, Council Members; along with James K. Hartmann, County Administrator; Glenn Breed, Assistant County Administrator; and Roy Smith, County Attorney.

1. Chairman Floyd called the meeting to order.
2. Emory Price informed Council that the newly appointed Planning Commission met in February to reorganize. Mr. Whit Kennedy was voted Chairman; David Burnett is Vice-Chairman. Amendments to the Unified Land Management Ordinance are being compiled. Mr. Price has asked Clemson University to provide a proposal to host a workshop to train staff and the new Planning Commission on the new Ordinance.
3. Motion by Mr. Britt to adopt the Proposed Slate for Term Expirations/Newly Appointed Boards dated February 21, 2000. Motion seconded by Mr. Adams and carried. (Includes Unified Land management Ordinance Citizens Advisory Committee, the Unified Land Management Ordinance Planning Commission, and the Unified Land Management Ordinance Board of Appeals).
4. Motion by Mr. Britt to render first reading by title to a revised Ordinance relative to the Safety Review Board. Motion seconded by Mr. Horton and carried.
5. Mr. Huckaby explained that the Middle Tyger Area Advisory Committee has not been active in many years. Motion by Mr. Huckaby to dissolve the Middle Tyger Area Advisory Committee. Motion seconded by Mr. Britt and carried.
6. Motion by Mr. Britt to waive rules, nominate and appoint Robert Hamilton Cox to the Athletic Commission; Motion seconded by Mr. Nutt and carried. Motion by Ms. Floyd to waive rules, nominate and appoint Taylor Cash to the Auditorium Commission. There was no second and the motion failed. Motion by Mr. Britt to waive rules, nominate and appoint Mr. Steve Powell to the Auditorium Commission. Motion seconded by Mr. Nutt and carried. Motion by Mr. Huckaby to waive rules, nominate and appoint Robert Tennyson to the Auditorium Commission. Motion seconded. A vote was taken with Ms. Floyd and Ms. Stewart voting no. The Motion carried. Motion by Mr. Huckaby to waive rules, nominate and appoint Julie Kavanaugh, MD, to the Disabilities and Special Needs Board. Motion seconded by Mr. Britt and carried. Motion by Mr. Britt to waive rules, nominate and appoint Pamela Adair Dean to the Disabilities and Special Needs Board. Motion seconded by Mr. Huckaby and carried. Motion by Mr. Nutt to waive rules, nominate and appoint Jeffrey Todd Howard to the EMS Advisory Committee. Motion seconded by Ms. Stewart and carried. Motion by Mr. Huckaby to waive rules, nominate and appoint Blake Atkins to the Employee Grievance Committee. Motion seconded by Mr. Adams and carried. Motion by Mr. Britt to waive rules, nominate and appoint Violet Millenbruck, James H. Goodman, William Thomas Johnson, Herbert Respess, III, and Roy Victor Nichols to the Twin Lakes Special Tax District Board. Motion seconded by Mr. Huckaby and carried. Motion by Mr. Huckaby to waive rules, nominate and appoint Paul Thomas Smith, Aaron Eugene Free, and Martin L. Tooke, Jr. to the Tyger River Fire District Board. Motion seconded by Mr. Britt and carried.
