An emergency meeting of Spartanburg County Council was held on Thursday, April 20, 2000, at 4:30 p.m. in Conference Room Two, County Administrative Office Building. The following were present: Honorable Karen Floyd, Chairman; Honorables Rock Adams, Jeff Horton, Johnnye Code Stewart, Frank Nutt and David Britt, Members; along with James K. Hartmann, County Administrator; and Roy Smith, County Attorney.

In compliance with the Freedom of Information Act, notice of this meeting was provided in advance to the local news media and other interested persons.

I.

Chairman Floyd called the meeting to order. In response to questions raised by the Chairman, Mr. Smith stated that the reasons stated in the Notice of this meeting fall within the purview of Council to call an emergency meeting. Although County Council cannot compel members of the Spartanburg Regional Health Services District Board to attend this meeting, the members have been invited to join Council at 6:00 p.m. No action can be taken by the Board at that time unless County Council adjourns and the Hospital Board then convene a special meeting.

Motion by Mr. Horton to go into executive session to discuss personnel and legal matters related to the health, safety and/or property of the people of Spartanburg County as it relates to the operation of the Spartanburg Regional Health Services District. Motion seconded by Mr. Britt and carried. Members of Council and the County Administrator remained for the Executive Session.
