Economic Recruitment and Development

The Economic Recruitment and Development Committee of Spartanburg County Council met on Monday, January 17, 2000, Conference Room Two, County Administrative Office Building. The following were present: Honorable David Britt, Chairman; along with Frank Nutt and Ken Huckaby, Committee members. Also in attendance were the Honorables Karen Floyd, Rock Adams, Johnnye Code Stewart, and Jeff Horton Council Members; along with James K. Hartmann, County Administrator; Glenn Breed, Assistant County Administrator; and Roy McBee Smith, County Attorney.

I. Chairman Britt called the meeting to order.

A. Information was received regarding a request for an inducement and millage rate agreement in regard to not less than $12 million investment by Benore Logistics Systems, Inc. David Benore, Vice President, was present along with Carter Smith of the Chamber of Commerce. A distribution facility will be built south of Interstate 85 on Highway 101. Ninety jobs will be created in each of two phases, at a pay rate between $11 and $15 per hour. Motion by Mr. Huckaby to recommend to full Council adoption of a Resolution authorizing the execution and delivery of an Inducement and Millage Rate Agreement in regard to not less than $12 million investment by Benore Logistics Systems, Inc. Motion seconded by Mr. Nutt and carried.

    1. Information was received regarding a request for an inducement and Millage Rate Agreement in regard to not less than a $9,250,000 investment by Raynor USA Southeast Manufacturing Division. Mike Verdie of Raynor USA was present, along with Wade Jones, Attorney, and Carter Smith of the Chamber of Commerce. Raynor is a garage door manufacturer and plans to building a distribution center on Highway 290, which will employee 65 people by July of 2000. It is estimated that 120 employees will be on board by completion of all phases of this project. Motion by Mr. Huckaby to recommend to full Council adoption of a Resolution authorizing the execution and delivery of an Inducement Agreement and Millage Rate Agreement in regard to not less than $9,250,000 investment by Raynor USA Southeast Manufacturing Division. Motion seconded by Mr. Nutt and carried.
