Personnel and Finance Committee

The Personnel and Finance Committee of Spartanburg County Council met on Monday, September 11, 2000, in Conference Room Two of the County Administrative Office Building. The following were present: Honorable Ken Huckaby, Chairman; Honorables Johnnye Code Stewart and David Britt, committee members; along with the Honorables Karen Floyd, Frank Nutt, Jeff Horton, and Rock Adams, Council Members. Also in attendance were James K. Hartmann, County Administrator; Bill Dennis, Deputy County Administrator; Glenn Breed, Assistant County Administrator; and Roy McBee Smith, County Attorney.
In compliance with the Freedom of Information Act, notice of this meeting was provided in advance to the local news media and other interested parties.
- Chairman Huckaby called the meeting to order.
- Mr. Joe Hines, Director of Registration and Elections for Spartanburg County, appeared and provided Council with a printout of the SC Constitutional Amendment Questions for the November 7, 2000, General Election. He provided a brief overview of each of the questions. No action taken.
- Mr. Bill Dennis presented information regarding fire department budget appeals. He stated that the forthcoming COG study is very important. The study will be presented to fire and rescue in October for review and revision, after which time it will be presented to Council. Mr. Hartmann agreed, stating that it is important to look at the big picture before implementing change. Mr. Tommy Dorsey of the Arcadia Fire Department suggested that Council needs to review ISO requirements that fire departments must follow. Many of these requirements are costly. He also reminded Council that his department needs funds to make a truck payment and to repair a bank that is eroding behind their station. Mr. Dennis suggested that Council request that the Fire Prevention and Protection Advisory Committee consider assisting the Arcadia Fire Department in repairing the erosion problem with supplemental funds. Motion by Mr. Britt to accept the Administrator's recommended budgets for fire departments, and that a request be made from Council to the Fire Prevention and Advisory Board asking that they consider assisting the Arcadia Fire Department in repairing the wall that is eroding behind their station. Motion seconded by Ms. Stewart and carried. It is estimated that approximately $50,000 is needed to repair the wall.
