Personnel and Finance Committee
July 24, 2000
The Personnel and Finance Committee of Spartanburg County Council met on Monday, July 24, 2000, in Conference Room Two, County Administrative Office Building. The following were in attendance: The Honorable Ken Huckaby, Chairman; Honorables Johnnye Code Stewart and David Britt, Committee Members; along with the Honorables Karen Floyd, Jeff Horton, Frank Nutt, and Rock Adams, Council Members. Also in attendance were Mr. James Hartmann, County Administrator; Mr. Bill Dennis, Deputy County Administrator; Glenn Breed, Assistant County Administrator; and Edwin Haskell, Assistant County Attorney.
In compliance with the Freedom of Information Act, notice of this meeting was provided in advance to local news media and other interested parties.
Chairman Huckaby called the meeting to order.
- Updated information was received regarding corrective action taken relative to findings in the management Letter. Mr. Bill Dennis reviewed a report provided to Council entitled Spartanburg County Special Procedures Audit - 2000 Property Tax Levy Suggested Audit Procedures.
- Mr. Tony Bell provided information regarding insurance contracts. Motion by Mr. Huckaby to recommend to full Council that staff be instructed to put out bids for dental and Medicare supplement, to include retirees, as well as life insurance. Motion seconded by Mr. Britt and carried. It is also expected that the Personnel Department will address long-term disability.
- Information was received regarding the need for an additional part-time constable for the Boiling Springs area. Motion by Mr. Britt to recommend to full Council authorizing an additional part-time constable position for the Boiling Springs area at an annual cost of up to $8,000. Motion seconded by Mr. Huckaby and carried.
- Updated financial information was received as information only.
- Motion by Mr. Huckaby to go into Executive Session to discuss a contractual matter. Motion seconded by Mr. Britt and carried.
