Personnel and Finance Committee

June 19, 2000

The Personnel and Finance Committee of Spartanburg County Council met on Monday, June 19, 2000, in Conference Room Two, County Administrative Office Building. The following were in attendance: The Honorable Ken Huckaby, Chairman; Honorables Johnnye Code Stewart and David Britt, Committee Members; along with the Honorables Karen Floyd, Jeff Horton, Frank Nutt, and Rock Adams, Council Members. Also in attendance were Mr. James Hartmann, County Administrator; Mr. Bill Dennis, Deputy County Administrator; Glenn Breed, Assistant County Administrator; and Edwin Haskell, Assistant County Attorney.

In compliance with the Freedom of Information Act, notice of this meeting was provided in advance to local news media and other interested parties.

Chairman Huckaby called the meeting to order.

  1. Mr. Bob Strother, Executive Director of Appalachian Council of Governments, appeared and provided an update on COG activities in Spartanburg County. A handout was provided detailing activities.
  2. Information was reviewed relative to a request from the Coroner for contingency funds to supplement the Coroner's Autopsy Account in the amount of $36,000. Motion by Mr. Britt to recommend to full Council authorization of an expenditure from contingency to supplement the Coroner's Autopsy Account in the amount of $36,000. Motion seconded by Ms. Stewart and carried.
  3. Information was received in reference to recommendations of the Accommodations Tax Advisory Committee. A written report was provided. Motion by Mr. Britt to approve the recommendations of the Accommodations Tax Committee. Motion seconded by Ms. Stewart and carried.
  4. Information was received regarding the budget process for special tax districts and fire service areas. Mr. Breed provided a handout, which indicated there are nine fire departments that have submitted budget requests in excess of available funds. A work session is planned for July.
  5. Updated financial information was received as information only.
