Personnel and Finance

The Personnel and Finance Committee of Spartanburg
County Council met on Monday, February 21, 2000, Conference Room Two, County
Administrative Office Building. The following were present: Honorable Ken
Huckaby, Chairman; along with Johnnye Code Stewart and David Britt, Committee
members. Also in attendance were the Honorables Karen Floyd, Rock Adams,
Frank Nutt and Jeff Horton Council Members; along with James K. Hartmann,
County Administrator; Glenn Breed, Assistant County Administrator; and
Roy McBee Smith, County Attorney.

Chairman Huckaby called the meeting to order.

Information was received in reference to part-time magistrate
pay adjustment. In concurrence with Supreme Court Opinion Number 25029,
it is recommended that Council authorize a pay adjustment for part-time
magistrates to be equal to the hourly rate of the lowest paid full-time
magistrate. Motion by Mr. Britt to recommend to full Council a pay adjustment
for part-time magistrates to be equal to the hourly rate of the lowest
paid full-time magistrate. Motion seconded by Ms. Stewart and carried.

Mr. Randy Thomas of McAbee, Talbert & Halliday appeared
to present the Management Letter and Comprehensive Annual Financial Report.
Mr. Thomas reviewed the June 30, 1999, Audit and related reports, and provided
a brief overview of the Management Letter. A detailed review of the findings
will occur at the March meeting. Departments with findings will be invited
to attend.

Information was received in reference to a proposed
contract relative to marriage license fees in the Probate Court. The County
Attorney has reviewed the proposed contract and recommends its approval.
Motion by Mr. Britt to recommend to full Council entering into the proposed
contract relative to marriage license fees in the Probate Court. Motion
seconded by Ms. Stewart and carried.
