Personnel and Finance

The Personnel and Finance Committee of Spartanburg County Council met on Monday, January 17, 2000, Conference Room Two, County Administrative Office Building. The following were present: Honorable Ken Huckaby, Chairman; along with Johnnye Code Stewart and David Britt, Committee members. Also in attendance were the Honorables Karen Floyd, Rock Adams, Frank Nutt and Jeff Horton Council Members; along with James K. Hartmann, County Administrator; Glenn Breed, Assistant County Administrator; and Roy McBee Smith, County Attorney.

Chairman Huckaby called the meeting to order.

    1. Mr. Joe Hines, Director of the Registration and Elections Office, provided information regarding a request to hold the Republican Presidential Preference Primary on February 19, 2000, and the Democratic Presidential Preference Primary on March 9, 2000. Motion by Mr. Britt to authorize the Registration and Elections Office to hold the Republican Presidential preference Primary on February 19, 2000, and the Democratic Presidential Preference Primary on March 9, 2000. Motion seconded by Ms. Stewart and carried.
    2. Mr. Al Rickett, Director of Finance, appeared to provide information regarding a proposed Ordinance to provide for the issuance and sale of not exceeding thirteen million dollars ($13,000,000) general obligation bonds, series 2000, of Spartanburg County South Carolina. Of the total amount, $9 million will be dedicated to the library and up to $4 million to the Cleveland Park project, if necessary. Motion by Mr. Britt to render first reading by title to an Ordinance to provide for the issuance and sale of not exceeding thirteen million dollars ($13,000,000) general obligation bonds, series 2000, of Spartanburg County, SC, to prescribe the purposes for which the proceeds shall be expended, to provide for the payment thereof, and other matters relating thereto. Motion seconded by Ms. Stewart and carried.
    3. Mr. Gil Bulman, County Assessor, appeared in reference to assessment and property taxation issues. Mr. Bulman provided options relative to vacant land assessment in a document dated December 13, 1999 (copy attached). Mr. Bulman reviewed the options. The County Administrator recommended option 2 as outlined in Mr. Bulman’s proposal. Motion by Mr. Britt to adopt as policy option 2 "Discount using Raw Land Value as Present Worth", and revise the annual May 1st filing requirement to reflect that once a citizen files, he does not have to file each year thereafter. Motion seconded by Mr. Huckaby and carried.
    4. Information regarding updated financial data was received.
