Public Health and Human Services Committee

April 17, 2000

The Public Health and Human Services Committee of Spartanburg County Council met on Monday, April 17, 2000, in Conference Room Two of the County Administrative Office Building. The following were in attendance: Honorable Johnnye Code Stewart, Chair; Honorables Ken Huckaby and Jeff Horton, Committee members; along with the Honorables Karen Floyd, Frank Nutt, Rock Adams, and David Britt, Council Members. Also in attendance were Mr. James Hartmann, County Administrator; Mr. Bill Dennis, Deputy County Administrator; Mr. Glenn Breed, Assistant County Administrator; and Roy McBee Smith, County Attorney.

In compliance with the Freedom of Information Act, notice of this meeting was provided in advance to the local news media and other interested parties.

Chairman Stewart called the meeting to order.

    1. Information was received from Elena Rush relative to the Community Development Task Force, Comprehensive Code Enforcement Procedures, and Community Impact Day. Ms. Rush stated that Jean Jamison, Delinquent Tax Collector, has joined the Task Force, along with Curt McPhail of Stop the Violence, and two people from the Department of Social Services. The Community Impact Day in Una was a huge success with over 100 people attending. The Mobile Home Disposal Initiative is getting a lot of exposure. A direct mailing has gone out to owners of substandard mobile homes. Ms. Rush provided the Committee with a flow chart which shows the process in the proposed Comprehensive Code Enforcement Ordinance. She reviewed changes that have been made and stated that her office has developed an emergency relocation plan. Motion by Mr. Horton to recommend to full Council first reading of the proposed Comprehensive Code Enforcement Procedures Ordinance. Motion seconded by Mr. Huckaby and carried.
    2. Ms. Elena Rush provided the Committee with a copy of a proposed Annual Action Plan for FY 2000. Motion by Mr. Huckaby to recommend to full Council approval of said Plan. Motion seconded by Mr. Horton and carried.
