Public Safety and Judiciary Committee
July 24, 2000
The Public Safety and Judiciary Committee of Spartanburg County Council met on Monday, July 24, 2000, in Conference Room Two of the County Administrative Office Building. The following were in attendance: Honorable Rock Adams, Chairman; Honorables Ken Huckaby and Frank Nutt, Committee members; along with the Honorables Karen Floyd, Johnnye Code Stewart, and Jeff Horton, Council Members. Also in attendance were Mr. James K. Hartmann, County Administrator; Mr. Bill Dennis, Deputy County Administrator; Mr. Glenn Breed Assistant County Administrator; and Mr. Edwin Haskell, Assistant County Attorney.
In compliance with the Freedom of Information Act, notice of this meeting was provided in advance to local news media and other interested parties.
- Information was received in reference to proposed International Property Maintenance Code Ordinance. Mr. Mike Padgett stated that is has been mandated that the County adopt a permissive code which will replace the standard housing and unsafe building abatement code. Motion by Mr. Huckaby to recommend to full Council first reading by title. Motion seconded by Mr. Nutt and carried.
- Mr. James Ward of Carolina Foothills Resort appeared to request a permit for special public event exclusion from the noise ordinance. Mr. Ward stated that his application is in reference to a four-piece band that will play from 6:00 p.m. until 11:00 p.m. Motion by Mr. Huckaby to recommend to full Council that a permit be issued to Carolina Foothills Resort. Motion seconded by Mr. Nutt and carried.
- Mr. Mike Greer of the Greer Dragway appeared to request a permit for special public event exclusion from the noise ordinance. Mr. Greer stated that this is in reference to a motorcycle race, which is a Red Cross Benefit. Mr. Greer stated that he could not start the race early because it is on a Friday rather than a Saturday. Motion by Mr. Huckaby to recommend to full Council that a permit be issued to the Greer Dragway. Motion seconded by Mr. Nutt and carried.
- Motion by Mr. Nutt to recommend to full Council that a solicitation permit be issued for the Muscular Dystrophy Association and Spartanburg County Fire Fighters for August 19th and August 26th, 2000. Motion seconded by Mr. Huckaby and carried.
- Information was received regarding activities of the Building Codes Department with no action taken.
