Public Safety and Judiciary Committee

The Public Safety and Judiciary Committee of Spartanburg County Council met on Monday, August 21, 2000, in Conference Room Two of the County Administrative Office Building. In compliance with the Freedom of Information Act, notice of this meeting was provided in advance to the local news media and other interested parties. The following were in attendance: Honorable Rock Adams, Chairman; Honorables Ken Huckaby and Frank Nutt, committee members, along with the Honorables Karen Floyd, David Britt, Johnney Code Stewart and Jeff Horton, Council Members. Also in attendance were James K. Hartmann, County Administrator; Bill Dennis, Deputy County Administrator; Glenn Breed, Assistant County Administrator; and Billy Smith, Assistant County Attorney.
- Chairman Adams called the meeting to order.
- A. Mr. Emory Price provided a handout, which outlined proposed amendments to the Unified Land Management Ordinance. Motion by Mr. Nutt to recommend to full Council that first reading by title be rendered. Motion seconded by Mr. Huckaby and carried.
- Ms. Elena Rush provided a printed update on Una Revitalization efforts. Another Community Impact Day is scheduled in Una on September 9th.
- Mr. Scott Keller appeared regarding the Mobile Home Amnesty Program. The program was established for a six month period, and will close on September 15th. Mr. Keller stated that to date 29 homes have been disposed of, and he has been informed by Building Codes that there are at least a dozen applications to be processed. Motion by Mr. Huckaby to recommend to full Council that the Mobile Home Amnesty Program be extended for another six month period. Motion seconded by Mr. Nutt and carried.
- Mr. Don Arnold appeared regarding proposed revisions to Ordinance 574, the Litter Ordinance. Mr. Arnold stated that the proposed ordinance will include cigarettes cigarette filters as litter. Mr. Arnold states that there is also a change in fines and penalties. A copy of the proposed Ordinance was provided to Council. Motion by Mr. Nutt to recommend to full Council that first reading be rendered by title. Motion seconded by Mr. Huckaby and carried.
