The Public Safety and Judiciary Committee of Spartanburg
County Council met on Monday, February 21, 2000, Conference Room Two, County
Administrative Office Building. The following were present: Honorable Rock
Adams, Chairman; along with Frank Nutt and Ken Huckaby, Committee members.
Also in attendance were the Honorables Karen Floyd, David Britt, Johnnye
Code Stewart, and Jeff Horton Council Members; along with James K. Hartmann,
County Administrator; Glenn Breed, Assistant County Administrator; and
Roy McBee Smith, County Attorney.

Chairman Adams called the meeting to order.

Mr. Glenn Breed presented information relative to a
Mobile Home Disposal Initiative. (copy attached) Mr. Breed reviewed the
proposal as well as the estimated cost, and suggested that this program
be implemented for a six month period beginning March 15, 2000. Motion
by Mr. Nutt to recommend to full Council authorizing a Mobile Home Amnesty
Program beginning March 15, 2000, for a period of six months. Motion seconded
by Mr. Adams and carried.

Mr. Jim Hartmann provided information regarding a proposed
Drug Court. Although the Solicitor was initially opposed to such a program,
he is now in favor and has applied for a grant, which will be awarded in
May. Should the Solicitor be successful in procuring this grant, the County
would be required to provide a 25% match of the $208,000 grant. This was
received as information only and no action was taken. Mr. Hartmann provided
further information relative to a Law Enforcement Liaison Program. The
City has put this program in place and is pleased with the outcome. Mr.
Hartmann estimates that the cost for this position would be approximately
$20,000 for the first year, which could be provided from salary slippage.
Motion by Mr. Nutt to recommend to full Council approval of a Law Enforcement
Liaison Program for a six month trial period, with needed funds to be provided
from Salary Slippage. Motion seconded by Mr. Adams and carried.

Information was received regarding activities of the
Building Codes Department.
