Public Works, Buildings and Grounds Committee

The Public Works, Buildings and Grounds Committee of Spartanburg County Council met on Monday, April 17, 2000, in Conference Room Two of the County Administrative Office Building. The following were in attendance: Honorable Frank Nutt, Chair; Honorables Rock Adams and Jeff Horton, Committee members; along with the Honorables Karen Floyd, Ken Huckaby, David Britt, and Johnnye Code Stewart, Council Members. Also in attendance were Mr. James Hartmann, County Administrator; Mr. Bill Dennis, Deputy County Administrator; Mr. Glenn Breed, Assistant County Administrator; and Roy McBee Smith, County Attorney.
In compliance with the Freedom of Information Act, notice of this meeting was provided in advance to the local news media and other interested parties.
Chairman Nutt called the meeting to order.
- Information was received regarding activities of the Public Works Department.
- This item was discussed at the 2:00 p.m. meeting (Intersection Enhancement Program/Adopt-A-Spot of Pride)
- Information was received relative to staffing for C-Fund projects. Glenn Breed stated that there has been a high turnover in the temporary Administrative Assistant Position which is funded by C-Funds. Cost savings could be realized by upgrading this position from a temporary position to a full-time position. The cost for this position through a temporary agency is $35,000 annually. Salary and benefits for a full-time Administrative Assistant total approximately $32,000. Motion by Mr. Nutt to recommend to full Council that the temporary C-Fund Administrative Assistant Position be made a full-time position, as long as the cost for this position is reimbursed through C-Funds. Motion seconded by Mr. Horton and carried.
- Mr. Breed provided information relative to the acquisition of property for proposed landfill expansion. Mr. Breed stated that pending a clear title search by the County Attorney, the County is now in a position to proceed with the acquisition of 62.68 acres of property located adjacent to the Wellford Landfill Facility at a cost of $220,000. Funding for this purchase is provided in the Solid Waste Management Fund of the FY00 budget. Motion by Mr. Horton to recommend to full Council authorization to enter into a contract to purchase property for landfill expansion at a cost of $220,000 from the Solid Waste Management Fund of the FY00 budget. Motion seconded by Mr. Adams and carried.
