Public Works, Buildings and Grounds

The Public Works, Buildings and Grounds Committee of Spartanburg County Council met on Monday, March 20, 2000, Conference Room Two, County Administrative Office Building. The following were present: Honorable Frank Nutt, Chairman, along with Jeff Horton and Rock Adams, Committee members. Also in attendance were the Honorables Karen Floyd, David Britt, and Ken Huckaby, Council Members; along with James K. Hartmann, County Administrator; Bill Dennis, Deputy County Administrator; Glenn Breed, Assistant County Administrator; Roy Smith, County Attorney, and Edwin Haskell, Assistant County Attorney.

Mr. Nutt called the meeting to order.

II.

  1. Information was received regarding signage on Pearson Town Road. Complaints have been received regarding signs that have been posted that state "no vehicles with more than four wheels", which limits truck access. Staff has reviewed the procedure for the placement of signs, and has reviewed whether or not the signs in question are necessary, and whether or not trucks would damage the roadway if allowed access. Staff proposes removing the signs and in its place put up speed limit signs, as well as signs indicating "trucks entering roadway". Motion by Mr. Horton to recommend to full Council authorizing staff to remove the "no vehicles with more than four wheels" signs and place speed limit signs and "trucks entering roadway" signs on Pearson Town Road. Motion seconded by Mr. Adams and carried.
  2. Information was received relative to proposed procedures for addressing traffic control device requests. Motion by Mr. Horton to recommend to full Council that the proposed procedures be adopted. Motion seconded by Mr. Adams and carried.
  3. Information was received in reference to recommendations from the Storm Water Advisory Committee relative to a drainage problem in the Wadsworth Subdivision. After reviewing the proposals, a Motion was made by Mr. Horton to recommend to full Council installation of a pipe under the driveway of Mr. Bob Jolley at a higher elevation than the existing pipe, after obtaining a hold harmless agreement from Mr. Jolley, at an estimated cost of $1,200 to be paid from the Stormwater Drainage Account. Motion seconded by Mr. Adams and carried.
  4. Motion by Mr. Horton to recommend to full Council the scheduling of a public hearing relative to a Right of Way Agreement by and between Spartanburg County and Duke Energy Corporation for a perpetual easement and right of way over and across property owned by the County at USC Spartanburg. Motion seconded by Mr. Adams and carried.
  5. Motion by Mr. Horton to recommend to full Council the scheduling of a public hearing relative to SC Department of Transportation proposed right of way acquisition on St. John Street and Daniel Morgan Avenue. Motion seconded by Mr. Adams and carried.
  6. Information was received regarding activities of Public Works Departments.
  7. Motion by Mr. Britt to go into Executive Session to discuss a contractual matter and land acquisition. Motion seconded by Mr. Nutt and carried.
