The Public Works, Buildings and Grounds Committee
of Spartanburg County Council met on Monday, February 21, 2000, Conference
Room Two, County Administrative Office Building. The following were present:
Honorable Frank Nutt, Chairman, along with Jeff Horton and Rock Adams,
Committee members. Also in attendance were the Honorables Karen Floyd,
David Britt, Ken Huckaby, and Johnnye Code Stewart, Council Members; along
with James K. Hartmann, County Administrator; Glenn Breed, Assistant County
Administrator; and Roy Smith, County Attorney.

Mr. Nutt called the meeting to order.

Information was received regarding activities of the
Public Works Department.

Mr. Glenn Breed provided information in reference to
a proposed 4 way stop at Willis Road and Brandermill Road. The 4 way stop
has been requested due to a site distance problem. Construction is scheduled
to begin on Willis Road in the very near future. Willis Road will be re-aligned,
which will lessen the bad curve. Staff recommends waiting until the work
is completed before proceeding with signage changes. Mr. Hartmann stated
that staff will be working to prepare signage guidelines for Council review.

Motion by Mr. Horton to go into Executive Session to
discuss a contractual matter concerning property negotiations. Motion seconded
by Mr. Adams and carried.
