Recreation Committee
February 21, 2000
The Recreation Committee of Spartanburg County Council
met on Monday, February 21, 2000, Conference Room Two, County Administrative
Office Building. The following were present: Honorable Jeff Horton, Chairman;
along with Johnnye Code Stewart and Rock Adams, Committee Members. Also
in attendance were the Honorables Karen Floyd, David Britt, Frank Nutt
and Ken Huckaby, Council Members; along with James K. Hartmann, County
Administrator; Glenn Breed, Assistant County Administrator; and Roy Smith,
County Attorney.

Chairman Horton called the meeting to order.

Mr. Gregg Meeks was scheduled to appear in reference
to a proposal for a Spartanburg County Marathon. Mr. Meeks was unable to
attend the meeting. Chairman Horton asked Jeff Caton, Director of Parks
and Recreation, to contact Mr. Meeks to discuss his proposal.

Mr. Jeff Caton provided updated information regarding
the Cleveland Park Renovation project. Mr. Caton stated that he has met
with the Sheriff's Department and the City's Public Safety Department to
discuss design concerns. The Crime Prevention Through Environmental Design
Team will be looking at the Park to provide safety philosophies. The fund
raising campaign is organizing and is working on a sponsorship package.

Mr. Jeff Caton stated that an RFP has been developed
for regional park design. The RFP was designed to use available funds.

Motion by Mr. Adams to go into Executive Session to
discuss a contractual matter concerning property negotiations. Motion seconded
by Ms. Stewart and carried.
