COUNTY COUNCIL MEETINGS

 

 

  

May 21, 2001

Spartanburg County Council met on Monday, May 21, 2001, in the County Council Chambers, 366 N. Church Street, Spartanburg, SC, at 5:30 p.m. The following attended: Honorable Karen Floyd, Chairman; Honorables Johnnye Code Stewart, David Britt, Jeff Horton, Frank Nutt, Ken Huckaby and Rock Adams, Council Members; along with James K. Hartmann, County Administrator; Bill Dennis, Deputy County Administrator; Chris Story, Assistant County Administrator, Glenn Breed, Assistant County Administrator; and Roy McBee Smith, County Attorney.

In compliance with the Freedom of Information Act, notice of this meeting was provided in advance to the local news media and other interested parties.

Chairman Floyd called the meeting to order.

Invocation was rendered by Hub Harvey of Franklin Graham Festival. Rock Adams led in reciting the Pledge of Allegiance.

II.

  1. Motion by Mr. Britt to adopt a Resolution designating West Main Street (Highway 29) from E. Blackstock Road westward to Interstate 85 as Warren H. Abernathy Highway in honor of Warren H. Abernathy. Motion seconded by Mr. Adams and carried.
  2. Motion by Mr. Adams to adopt a Resolution proclaiming May 22, 2001, as Bud Moore Day in Spartanburg County. Motion seconded by Mr. Horton and carried.

 

III.

  1. Chairman Floyd declared open a public hearing for an application for Permit for special Public Event Exclusion from Noise Ordinance for June 23, 2001, from 7:00 p.m. - 11:30 p.m. at 708 Ramsgate Drive, Spartanburg. No one appeared and the hearing was closed.

IV.

No appearances were scheduled.

V.

Public Health and Human Services Committee (Honorable Johnnye Code Stewart, Chairman)

  1. Update was presented to Council by Ms. Elena Rush on Arkwright redevelopment as information.

Personnel and Finance Committee (Honorable Ken Huckaby)

  1. Motion made by Mr. Huckaby to accept the highest bid which was $318,160 and convey property known as Landrum Library to the highest bidder. Motion seconded by Mr. Britt and carried.
  2. Motion made by Mr. Huckaby to render first reading of Ordinance in reference to authorizing the Boiling Springs Board of Fire Control to issue general obligation bonds. Motion seconded by Mr. Britt and carried.
  3. Mr. Huckaby made motion to accept recommendations of Accommodations Tax Advisory Committee. Motion seconded by Mr. Britt and carried.
  4. Motion made by Mr. Huckaby to authorize the signing of two grant awards received from the state for the Solicitor's Office. Motion seconded by Mr. Horton and carried.
  5. Update on Local Option Sales Tax was deferred.
  6. Updated financial data was received with no action taken.

Recreation Committee – (Honorable Jeff Horton, Chairman)

  1. Mr. Jeff Caton presented information regarding Cleveland Park Renovation project. Project is progressing.
  2. Received a progress report from Mr. Jeff Caton on the USCS Soccer Complex. Project is progressing.

Economic Recruitment and Development Committee – (Honorable David Britt, Chairman)

  1. Motion by Mr. Britt to approve request from Carolina Foothills Artisan Center in the amount of $22,780 being taken from Palmetto Landfill Fund. Motion seconded by Mr. Horton and carried.

Public Safety and Judiciary Committee – (Honorable Rock Adams, Chairman)

  1. Mr. Don Arnold appeared from Animal Control in Committee Meeting earlier today. Ms. Nancy Thompson also appeared. Different phases were discussed on what Spartanburg County could do to help with nuisance problems. This was turned over to Mr. Roy McBee Smith and his staff to try to make other contacts with various departments to get this enforced when the time comes. Motion made by Mr. Adams to instruct County Attorney to proceed with recommendations proposed by the County Attorney. Motion seconded by Mr. Huckaby and carried.
  2. Mr. David Jones appeared to give information on Wireless E-9-1-1 and how far Spartanburg County has progressed compared to other parts of South Carolina and the United States as information.
  3. Motion made by Mr. Huckaby to approve request from Arcadia Fire Department to have a boot drive to raise money for Training Equipment on Blackstock, Spring Street, Pickney, and Morning Drive on Saturday, June 2, 2001, between the hours of 10:00 a.m. to 4:00 p.m. Motion seconded by Mr. Horton and carried.
  4. Information was received regarding activities of the Public Works Department.

Land Use Committee (Honorable David Britt, Chairman)

  1. Land Use Committee gave an update to Council on changes being recommended to the Unified Land Management Ordinance. Enclosed in backup. Planning Commission will hold a Public Hearing on June 12, 2001, and County Council will hold a Public Hearing on June 18, 2001.

Public Works, Buildings and Grounds Committee (Honorable Frank Nutt, Chairman

  1. Information was received regarding activities of the Public Works Department.

VI.

  1. Motion by Mr. Britt to render second reading to FY-02 Budget Ordinance. Motion seconded by Mr. Horton and carried.

 

VII.

  1. Motion by Mr. Britt to render first reading to an ordinance authorizing the execution and delivery of a lease agreement between Spartanburg County, South Carolina, as lessor, and ZF Lemforder Corporation as lessee; and other matters relating thereto including, without limitation, payment of a fee in lieu of taxes. Motion seconded by Mr. Huckaby and carried.
  2. Motion made by Mr. Huckaby to adopt a resolution in reference to a Public Hearing on the issuance of general obligation bonds by the Boiling Springs Board of Fire Control. Motion seconded by Mr. Horton and carried.

VIII.

All resolutions, ordinances, agreements, petitions and related documents which were read and approved by Council at this meeting for the financing of certain industrial or similar revenue bonds or notes, are incorporated in these minutes by reference as if fully set forth herein. The reference is to all such documents showing execution by the county on the date of this meeting included in the office of the Clerk of Court for Spartanburg County.

No miscellaneous Council/Administrative matters.

Motion by Ms. Stewart to approve minutes of April 16, 2001 (regular meeting). Motion seconded by Mr. Britt and carried.
