Public Health and Human Services Committee

The Public Health and Human Services Committee of Spartanburg County Council met on Monday, May 21, 2001 in Conference Room Two of the County Administrative Office Building. In compliance with the Freedom of Information Act, notice of this meeting was provided in advance to the local news media and other interested parties. The following were in attendance: Honorables Johnnye Code Stewart, Chairman, Ken Huckaby and Jeff Horton, Committee Members; along with Karen Floyd, David Britt; Rock Adams and Frank Nutt; Council members. Also attending were James K. Hartmann, County Administrator; Bill Dennis, Deputy County Administrator; Glenn Breed, Assistant County Administrator; Chris Story, Assistant County Administrator and Roy McBee Smith, County Attorney.
- Chairman Stewart called the meeting to order.
- Ms. Elena Rush appeared to give update on Arkwright redevelopment. The city is continuing its feasibility study at the old Arkwright dump. As a part of the redevelopment of that piece of property, the County and the Community & Economic Development Department expects to have a request for statements of qualifications out on the street this week to hire a consultant to actually do the hard planning work it will take to reuse that site. Current plans look like it may be just open space or possibly a roadway. This will influence how that site is cleaned up. The grant for this is $100,000. About three weeks ago, we received notice of a second grant that the county will now be administering in the area of Ground Fields. We are working with EPA to get the paperwork underway. Hopefully, in six to eight weeks, we will begin inventorying ground field sites in the Forest Park area, the Sims Chapel area, and the Arkwright area. Ms. Rush also gave an update on Affordable Housing Project that is looking at a site on Archer Road. The Not for Profits interested in that project are continuing to evaluate the site off Archer Road. They have made some preliminary drawings that will build a new road through that site. They have also redesigned the project to accommodate only one project rather than four different components. We now have one component, which is Affordable Rental Townhomes off Archer Road. There was a proposed project for a homeless youth component, which has now been eliminated. Spartanburg Sanitary Sewer and Water District has confirmed that water and sewer are immediately available to the site. This has allowed the Not for Profits to make some grant applications to the State of South Carolina for development of that piece of property. Community & Economic Development Department continues to receive input from both advocates and foes.
