Public Works, Buildings and Grounds Committee

The Public Works, Buildings and Grounds Committee of Spartanburg County Council met on Monday, March 19, 2001, in Conference Room Two of the County Administrative Office Building. In compliance with the Freedom of Information Act, notice of this meeting was provided in advance to the local news media and other interested parties. The following were in attendance: Honorable Frank Nutt, Chairman; Honorables Jeff Horton and Rock Adams, Committee Members; along with Karen Floyd, David Britt, Johnnye Code-Stewart, and Ken Huckaby; Council members. Also attending were James K. Hartmann, County Administrator; Bill Dennis, Deputy County Administrator; Glenn Breed, Assistant County Administrator; Chris Story, Assistant County Administrator; and Roy McBee Smith, County Attorney.

    1. Chairman Nutt called the meeting to order.
    1. We have had three requests for a multi-stop; one at the Woodbury Subdivision and two at the Glenn Forest Subdivision. There are safety concerns, but need to look at numbers of the study. Pete Diamaduros appeared to discuss meeting of Homeowners Association in Glenn Forest Subdivision. Approximately fifty people attended meeting. No homeowners were opposed to request for three way multi-stop signs or the four way multi-stop signs. They have lots of walkers, joggers, and kids on scooters in neighborhood. They had a wreck where a kid in car hit a paint truck and knocked other vehicles into each other. County did traffic count recently with machine. In one week, they had 2100 vehicles cross over the road in a curve. Clocked Speeds and a school bus went by at 47. Speed limit is 25 mph. Of 2100 cars, thirty percent were going over 30 mph. Seventy three percent were going over 25 mph. Motion made by Mr. Nutt to approve the two way multi-stop in Glenn Forest Subdivision and the one at Woodbury inside Residential Area. Motion seconded by Mr. Horton and carried. Mr. Breed and Mr. Belue are to develop policy to handle this in the future.
    2. Motion made by Mr. Nutt to authorize purchase of 4.67 acres on Parris Bridge Road to be used as regional collection center. Motion seconded by Mr. Adams. Mr. Horton abstains.
    3. Staff recommends authorization to proceed with negotiations for landfill planning services with Olver, Inc. within a proposed price range of $44,000 to $65,000 for Olver to assist in long range planning effort. Motion made by Mr. Horton to proceed. Motion seconded by Mr. Adams.
    4. Mr. Breed presented recommendation on increasing acreage at Spartanburg County’s Wellford landfill facility from 7 acres to 24 acres. Administration has posted it as well as contacting surrounding property owners and no responses have been received. Motion by Mr. Horton to approve Administration’s recommendation. Motion seconded by Mr. Adams and carried.
    5. Mr. Lee Blair appeared advising 21 firms made proposals for consultant service selection process in response to Request for Proposals dated November 20, 2000. These were reduced to seven which were interviewed. The following firm were proposed as Full Service Providers of On-Call Professional Services for Spartanburg County: TranSystems Corporation in association with The LPA Group, ARCADIS Gerahgty & Miller, and HDR Engineering, Inc. Wilbur Smith and Associates was approved as a Limited Service Provider of On-Call Professional Services for Spartanburg County. Motion made by Mr. Horton to accept recommendation. Motion seconded by Mr. Adams and carried.
    6. Updated information regarding activities of Public Works Department was received as information only.
