Recreation Committee
March 19, 2001
The Recreation Committee of Spartanburg County Council met on Monday, March 19, 2001, in Conference Room Two of the County Administrative Office Building. In compliance with the Freedom of Information Act, notice of this meeting was provided in advance to the local news media and other interested parties. The following were in attendance: Honorable Jeff Horton, Chairman; Honorables Rock Adams and Johnnye Code Stewart, Committee Members; along with Karen Floyd, Ken Huckaby; David Britt and Frank Nutt; Council members. Also attending were James K. Hartmann, County Administrator; Bill Dennis, Deputy County Administrator; Glenn Breed, Assistant County Administrator; Chris Story, Assistant County Administrator; and Billy Smith, Assistant County Attorney.
- Chairman Horton called the meeting to order.
- Mr. Jeff Caton appeared to provide an update regarding the Cleveland Park Renovation project, including fundraising status and project implementation. Notice was issued to proceed to the general contractor on March 12, 2001. Project is underway. Fundraising is continuing. Ducks are being relocated to another area.
- Mr. Caton stated the fields at the USCS Soccer Complex are still under contruction. We have met with USCS officials to discuss some concerns relative to construction. There were a few issues in terms of the way the fields were being developed. They provided information relative to where they were in their contractual process relative to irrigation systems and grading. We provided them with some cross sections on the proper way to prepare a facility for turf. They took that under advisement. They have three fields they have actually put the turf on now and irrigated, but they have considered our cross section of turf preparation for the remaining three fields. The remaining three fields are almost at rough grade. They will contract with a private firm to do the final grading on each one of those sites.
- Mr. Huckaby requested a brief update on the property acquisition in the northwest part of the county. The site has been surveyed, and the appraisal is in process. Then environmental assessment can be done. Mr. Caton should be able to bring a package before Council at the next meeting.
