Recreation Committee
May 21, 2001
The Recreation Committee of Spartanburg County Council met on Monday, May 21, 2001, in Conference Room Two of the County Administrative Office Building. In compliance with the Freedom of Information Act, notice of this meeting was provided in advance to the local news media and other interested parties. The following were in attendance: Honorable Jeff Horton, Chairman; Honorables Rock Adams and Johnnye Code Stewart, Committee Members; along with Karen Floyd, David Britt, Ken Huckaby and Frank Nutt; Council members. Also attending were James K. Hartmann, County Administrator; Bill Dennis, Deputy County Administrator; Glenn Breed, Assistant County Administrator; Chris Story, Assistant County Administrator; and Roy McBee Smith, Assistant County Attorney.
- Chairman Horton called the meeting to order.
- Mr. Jeff Caton appeared to provide an update regarding the Cleveland Park Renovation project. Construction is well underway with lake work. Construction has also begun on the foundation for the large event center facility at the top of the hill and for the train depot facility as well. Most of the tree work is complete. They have taken out a number of trees. Fundraising efforts are also in progress. Ms. Stewart asked how soon the basketball goals would be ready. Mr. Caton advised they have been in negotiation with the Fairground Commission. Because of the fact we are leasing instead of acquiring property, we have had to negotiate with property owners in order to be able to acquire the property through a lease arrangement that would allow us to construct these facilities. They are waiting for the Fairground Commission to respond to their last proposal. They are expecting to hear something at the end of next week.
- Mr. Caton appeared to provide an update on the fields at the USCS Soccer Complex. Recommendations were made to the staff at USCS regarding it being advantageous to improve the subsurface before putting grass down. Arrangements were made with the staff at USCS to provide support and expertise in terms of turf management. The stadium is well underway. They are trying to meet an August deadline. Hopefully, we can have something in place for the public facilities by next spring. We hope to try to put grass down by end of June.
