Spartanburg County Council met on Monday, July 15, 2002, in the County Council Chambers, 366 N. Church Street, Spartanburg, SC, at 5:30 p.m. The following attended: Honorable Karen Floyd, Chairman; Honorables Jeff Horton, David Britt, Frank Nutt, Ken Huckaby, Johnnye Code Stewart and Rock Adams, Council Members; along with James K. Hartmann, County Administrator; Bill Dennis, Deputy County Administrator; Chris Story, Assistant County Administrator, Glenn Breed, Assistant County Administrator; and William McBee Smith, Assistant County Attorney.
In compliance with the Freedom of Information Act, notice of this meeting was provided in advance to the local news media and other interested parties.
Chairman Floyd called the meeting to order.
Invocation was rendered by Mr. Glenn Breed, Assistant County Administrator. Mr. Ken Huckaby led in reciting the Pledge of Allegiance.

- Chairman Floyd declared open a public hearing to consider an Application for Permit for special Public Event Exclusion from Noise Ordinance for August 31, 2002, from 7:00 p.m. until 11:45 p.m. at Carolina Foothills, 90 Carolina Foothills Resort, Chesnee, SC. No one appeared and the matter was closed.

Public Health and Human Services Committee (Honorable Johnnye Code Stewart, Chairman)

Personnel and Finance Committee (Honorable Ken Huckaby)
- Motion made by Mr. Huckaby to increase Mayo Area Fire District tax millage rate to 20 mills. Motion seconded by Mr. Britt and carried.
- Motion made by Mr. Huckaby to authorize Council Chairman to sign letter of endorsement in reference to Chesnee Fire Department lease purchase vehicle acquisition. Motion seconded by Mr. Britt and carried.
- Motion made by Mr. Huckaby to approve request for an increase in the Woodruff Fire District Millage Rate to 12 mills. Motion seconded by Mr. Britt and carried.
- Motion made by Mr. Huckaby to table request regarding Resolution authorizing the County Council of Spartanburg County to publish a Notice of Public Hearing regarding whether it may be in the interest of the Reidville Area Fire District for the Spartanburg County Council to authorize the Board of Fire Control to issue General Obligation Bonds of the district in the principal amount of not exceeding $3,250,000, and authorizing the form of such notice of public hearing. Motion to table this item seconded by Mr. Britt.
- Motion made by Mr. Huckaby to table request to render first reading to an Ordinance authorizing the Board of Fire Control of the Reidville Area Fire District to issue General Obligation Bonds in the principal amount of not exceeding $3,250,000 of the Reidville Area Fire District; and other matters relating thereto. Motion to table this item seconded by Mr. Britt and carried.

Recreation Committee – (Honorable Jeff Horton, Chairman)
- Ms. Erin Wood, South Carolina State Park Service, presented information in reference to Revolutionary War battlefield preservation in the Upstate earlier during committee meeting.
- Information received in regard to Cleveland Park Renovation. The gazebo and the train track should be in place next week.
- Information received in regard to Va-du-Mar McMillan Park property. Motion made by Mr. Horton to proceed with Phase I of Va-du-Mar McMillan Park. Phase I includes constructing entry road, parking area, three football/soccer fields, and playground equipment. The county will be doing the grading. Motion seconded by Mr. Huckaby and carried.
Economic Recruitment and Development Committee – (Honorable David Britt, Chairman)
- Motion made by Mr. Britt to approve a request by Cryovac, Inc. for a 6% fee-in-lieu. Motion seconded by Mr. Huckaby and carried.
Public Safety and Judiciary Committee – (Honorable Rock Adams, Chairman)
- Motion made by Mr. Huckaby to adopt the Inmate Notification Policy. Motion seconded by Mr. Nutt and carried.
- Motion made by Mr. Huckaby to approve a request from Muscular Dystrophy Association for various Spartanburg County Fire Departments to host August/September boot drives to raise money for Muscular Dystrophy Association. All boot drives will be held from 8:00 a.m. - 1:00 p.m. at various locations throughout Spartanburg County. (Specific dates and locations are included in backup.) Motion seconded by Mr. Nutt and carried.
