Spartanburg County Council met on Monday, August 18, 2003, in the County Council Chambers, 366 N. Church Street, Spartanburg, SC, at 5:30 p.m. The following attended: Honorable Jeff Horton, Chairman; Honorables Johnnye Code Stewart, Steve Parker, David Britt, Rock Adams, Ken Huckaby, and Frank Nutt, Council Members; along with James K. Hartmann, County Administrator; Glenn Breed, Assistant County Administrator; Roy McBee Smith, County Attorney; William McBee Smith, Assistant County Attorney; and Edwin Haskell, Assistant County Attorney.
In compliance with the Freedom of Information Act, notice of this meeting was provided in advance to the local news media and other interested parties.
Chairman Horton called the meeting to order.
Invocation was rendered by Mr. David Reichley from Wayfarer Ministries. Mr. Brady led in reciting the Pledge of Allegiance.
II.
Motion made by Mr. Britt to adopt a Resolution expressing recognition and appreciation to SEW-Eurodrive, Inc. for their Community and School Involvement Program which provides mentor programs to the local educational community. Motion seconded by Mr. Nutt and carried. Mr. Steve Parker presented Resolution to representatives from SEW-Eurodrive.
III.
- Chairman Horton declared open a public hearing to consider a Resolution approving enlargement of the boundaries of the Spartanburg Sanitary Sewer District. (Woodfin Ridge Project) No one appeared, and the matter was closed.
- Chairman Horton declared open a public hearing to consider an Application for Permit for special Public Event Exclusion from Noise Ordinance for August 31, 2003 from 11:00 a.m. through 12:00 midnight, and September 1, 2003 from 11:00 a.m. through 12:00 midnight for a Labor Day Celebration at 470 Fox Drive, Spartanburg. No one appeared, and the matter was closed.
- Chairman Horton declared open a public hearing to consider an Application for Permit for special Public Event Exclusion from Noise Ordinance for October 4, 2003 from 10:00 a.m. through 6:00 p.m. and October 11, 2003 from 10:00 a.m. through 6:00 p.m. for a Gospel Singing at 1090 Austin Lane, Spartanburg. No one appeared, and the matter was closed.

V.
Public Health and Human Services Committee (Honorable Johnnye Code Stewart, Chairman)
- Mr. Jim Hartmann presented information in reference to ReGenesis Revitalization Roll-Out Conference to be held August 18-20, 2003.
Personnel and Finance Committee (Honorable Ken Huckaby)
- Mr. Jim Hartmann made a recommendation to transfer the Deputy County Administrator's resources to hire a Public Works Engineer and to hire that individual as soon as possible. Motion made by Mr. Nutt to approve this recommendation. Motion seconded by Mr. Britt and carried.
- Sheriff Bill Coffey presented information in reference to hiring an additional Victim Advocate. The Sheriff's Office currently has two Victim Advocates. There are possibly some in the Solicitor's Office and the Municipalities. The Sheriff is requesting an additional Victim Advocate. Chesnee has agreed to give the Sheriff's Office approximately $40,000 in accumulated assessment funds. Cowpens has agreed to give them approximately $11,000 in accumulated funds. With the excess funds in the Sheriff's Office, this should be funded for the next four years. Motion made by Mr. Huckaby to approve the Sheriff's request. Motion seconded by Mr. Britt and carried.
- Mr. Gil Bulman and Ms. Sharon West presented a Reappraisal Update. Currently they have completed over 8,000 hearings in the Assessor's Office. All the assessment ratios are not available at this time. This should be completed around October 15, 2003.
- Christmas Holidays were discussed and will be discussed further at the next County Council meeting.
- Updated personnel vacancy report was received.
Recreation Committee – (Honorable Jeff Horton, Chairman)
- Mr. Marshall Irby appeared in reference to Spartanburg City and County Football League. Numbers for fields and individuals involved in soccer and football will be gathered. Mr. Parker offered to meet with Mr. Irby regarding approaching Salvation Army and other areas regarding their fields.
- Mr. Jeff Caton presented a progress report on our parks. We experienced some vandalism at one of our parks. Progress is being made on our parks.
Economic Recruitment and Development Committee – (Honorable David Britt, Chairman)

Public Safety and Judiciary Committee – (Honorable Rock Adams, Chairman)
- Mr. Coffey presented Information in reference to Spartanburg County Sheriff's department 2003 Federal Block Grant. The grant is for $235,747. The match of $65,237 will be paid by the Sheriff's Office as in past years. These funds will replace 14 of the 50 cars that will need to be replaced between this year and next. Motion made by Mr. Adams to approve this grant. Motion seconded by Mr. Nutt and carried.

All resolutions, ordinances, agreements, petitions and related documents which were read and approved by Council at this meeting for the financing of certain industrial or similar revenue bonds or notes, are incorporated in these minutes by reference as if fully set forth herein. The reference is to all such documents showing execution by the county on the date of this meeting included in the office of the Clerk of Court for Spartanburg County.
