Spartanburg County Council met on Monday, October 20, 2003, in the County Council Chambers, 366 N. Church Street, Spartanburg, SC, at 5:30 p.m. The following attended: Honorable Jeff Horton, Chairman; Honorables Johnnye Code Stewart, Steve Parker, David Britt, Rock Adams, Ken Huckaby, and Frank Nutt, Council Members; along with James K. Hartmann, County Administrator; Glenn Breed, Assistant County Administrator; Chris Story, Assistant County Administrator; Roy McBee Smith, County Attorney; William McBee Smith, Assistant County Attorney; and Edwin Haskell, Assistant County Attorney.

In compliance with the Freedom of Information Act, notice of this meeting was provided in advance to the local news media and other interested parties.

Chairman Horton called the meeting to order.

Invocation was rendered by Chairman Horton. Mr. Adams led in reciting the Pledge of Allegiance.

  1. Motion made by Ms. Stewart to adopt a Resolution proclaiming October 19th through October 25th, 2003 as "National Business Women's Week" in Spartanburg County. Motion seconded by Mr. Britt and carried.

Public Health and Human Services Committee (Honorable Johnnye Code Stewart, Chairman)

Personnel and Finance Committee (Honorable Ken Huckaby)

  1. Mr. Bulman presented information in reference to Reappraisal Results. There are still some Reappraisals that have not been completed. Millage Calculations are incomplete at the present time and will be presented to Council in November.
  2. Updated personnel vacancy report was received.

 

Recreation Committee – (Honorable Jeff Horton, Chairman)

  1. Mr. Jeff Caton presented an update on our Parks and Recreation Department.

 

Economic Recruitment and Development Committee – (Honorable David Britt, Chairman)

  1. Motion made by Mr. Britt to approve a Five-year extension of a fee in lieu of tax agreement for Seeber. Motion seconded by Mr. Nutt and carried.
  2. Motion made by Mr. Britt to render first reading to a financial incentive package in respect to tax incremental financing for the South Carolina Racing Museum. Motion seconded by Mr. Nutt and carried.

 

Public Safety and Judiciary Committee – (Honorable Rock Adams, Chairman)

  1. Information received regarding activities of the Building Codes Department.

 

Land Use Committee (Honorable David Britt, Chairman)

  1. Mr. Jim D'Amato presented an update on Upstate Air Quality Steering Committee Recommendations, which Council will be getting shortly. Mr. Emory Price, Planning Department, gave an update on Departmental Activity.

 

Public Works, Buildings and Grounds Committee (Honorable Frank Nutt, Chairman

  1. Information received regarding activities of the Public Works Department.

 

VI.

  1. Motion made by Mr. Nutt to render second reading to an Ordinance suspending the "Blue Laws" which prohibit the retail sale of certain items prior to 1:30 p.m. on Sundays pending outcome of November referendum. Motion seconded by Mr. Huckaby and carried.

All resolutions, ordinances, agreements, petitions and related documents which were read and approved by Council at this meeting for the financing of certain industrial or similar revenue bonds or notes, are incorporated in these minutes by reference as if fully set forth herein. The reference is to all such documents showing execution by the county on the date of this meeting included in the office of the Clerk of Court for Spartanburg County.

Motion made by Mr. Huckaby to approve minutes of September 4, 2003 (Special Meeting - Solid Waste), September 15, 2003 (Regular Meeting), and October 8, 2003 (Special Meeting - Animal License Program and Ordinance Revision). Motion seconded by Mr. Britt and carried.
