County Council Meeting

 

 

February 16, 2004

Spartanburg County Council met on Monday, February 16, 2004, in the County Council Chambers, 366 N. Church Street, Spartanburg, SC, at 5:30 p.m. The following attended: Honorable Jeff Horton, Chairman; Honorables Johnnye Code Stewart, Steve Parker, David Britt, Rock Adams, Ken Huckaby, and Frank Nutt, Council Members; along with James K. Hartmann, County Administrator; Glenn Breed, Assistant County Administrator; Chris Story, Assistant County Administrator; William McBee Smith, Assistant County Attorney, and Edwin Haskell, Assistant County Attorney.

In compliance with the Freedom of Information Act, notice of this meeting was provided in advance to the local news media and other interested parties.

Chairman Horton called the meeting to order.

Invocation was rendered by Mr. Don Arnold. A group of Boy Scouts led in reciting the Pledge of Allegiance.

II.

    1. Ms. Becky Barnes, Executive Director of PalmettoPride, presented Palmetto Pride Community Pride Grant Check for $5,000 to Mr. Don Arnold, Spartanburg County Environmental Enforcement. Ms. Barnes also presented an update on PalmettoPride efforts in Spartanburg County.

Public Health and Human Services Committee (Honorable Johnnye Code Stewart, Chairman)

No items scheduled.

 

Personnel and Finance Committee (Honorable Ken Huckaby)

  1. Information was received in reference to the results of annual financial audit for FY03. Mr. Randy Thomas of our auditing firm gave us a briefing on what had taken place. This was received as information.
  2. Mr. Jim Hartmann presented information in reference to the purchase of Sheriff's Vehicles. Motion made by Mr. Huckaby to use the money that has been made available from the equipment replacement reserve of some $512,000 for the Sheriff's Office vehicle replacement. Motion seconded by Mr. Britt and carried.
  3. Mr. David Jones presented information in reference to the County's Long Distance Telecommunications Service. BellSouth can provide this service at a cheaper rate than we are currently paying. Motion made by Mr. Huckaby to execute contract with BellSouth Long Distance. Motion seconded by Mr. Britt and carried.
  4. Mr. David Jones presented information in reference to the County's Pay Telephone Service. It is not profitable for BellSouth to continue with the pay telephones in some of our County's buildings. It is recommended by Mr. Jones to accept a bid from Pay-Tel Communications. Motion made by Mr. Huckaby to accept this bid. Motion seconded by Mr. Adams and carried.
  5. Updated financial data and personnel vacancy reports were received.

 

Recreation Committee – (Honorable Jeff Horton, Chairman)

  1. Mr. Jeff Caton presented a Parks Update. Spartanburg County's staff and administration have allowed us to receive some federal funds to assist us in some of our projects.

 

Economic Recruitment and Development Committee – (Honorable David Britt, Chairman)

  1. Motion made by Mr. Britt to approve a request from Spartanburg Metropolitan Sub-District B to approve a Resolution calling for a Public Hearing to be held upon the question of the issuance of not exceeding $500,000 General Obligation Bonds; the approval of a Resolution approving the incurring of General Obligation Debt, the proceeds of which will be used to finance certain facilities; and to render first reading to an Ordinance finding that Spartanburg Metropolitan Sub-District B may issue not exceeding $500,000 General Obligation Bonds; to authorize the committee for Spartanburg Metropolitan Sub-District B to cause the issuance of such bonds and to provide for the publication of notice of the said finding and authorization. Motion seconded by Mr. Huckaby and carried.

 

Public Safety and Judiciary Committee – (Honorable Rock Adams, Chairman)

  1. Information was received in reference to Bad Check Program. It was recommended to our Administrators to get additional information on this project, and to also work with the Solicitor's Office and Lexington County's Solicitor's Office who has headed up this pilot program in South Carolina.
  2. It was recommended by the Public Safety and Judiciary Committee to study the Animal Control Ordinance more, and whenever it is completed to let pet owners and other concerned citizens in Spartanburg County have input.
  3. Information received regarding activities of the Building Codes Department.

 

Land Use Committee (Honorable David Britt, Chairman)

  1. Updated Planning Department Reports on Development Activity were received.

 

Public Works, Buildings and Grounds Committee (Honorable Frank Nutt, Chairman

  1. Information received regarding activities of the Public Works Department.

 

VI.

  1. Motion made by Mr. Nutt to render second reading of an Ordinance to repeal Section 10-92 of County Code (Contractor Billing Application - Ordinance 597). Motion seconded by Mr. Huckaby and carried.

VIII.

All resolutions, ordinances, agreements, petitions and related documents which were read and approved by Council at this meeting for the financing of certain industrial or similar revenue bonds or notes, are incorporated in these minutes by reference as if fully set forth herein. The reference is to all such documents showing execution by the county on the date of this meeting included in the office of the Clerk of Court for Spartanburg County.

 

IX.

Mr. Britt stated that a long time ago Mr. Roy McBee Smith teamed up with PalmettoPride to start education in the schools on litter control. Mr. Britt thanked Ms. Barnes and Mr. Smith for their educational efforts.

 

X.

Motion made by Mr. Britt to approve minutes of January 12, 2004 (Regular Meeting). Motion seconded by Ms. Stewart and carried.
