Special Meeting
October 27, 1999
A special meeting of Spartanburg County Council was held on Wednesday, October 27, 1999, at 3:00 o'clock p.m. in Conference Room Two, County Administrative Office Building. The following were present: Honorable Karen Floyd, Chairman; Honorables Rock Adams, Jeff Horton, Frank Nutt and Ken Huckaby, Members; along with James K. Hartmann, County Administrator; Paula J. Wayne, Deputy County Administrator; Glenn Breed, Assistant County Administrator; and Edwin Haskell, Assistant County Attorney.
In compliance with the Freedom of Information Act, notice of this meeting was provided in advance to the local news media and other interested persons.
Chairman Floyd called the meeting to order. Ms. Floyd stated that Council Members and the County Administration Office had been receiving phone calls regarding Halloween and whether or not "trick or treating" would be observed on Saturday, October 30, 1999, or whether it would be observed on Sunday, October 31, 1999. Ms. Floyd asked Captain Mike Creek of the Spartanburg County Sheriff's Department if the Sheriff's Department had a position in this regard. Captain Creek stated that the Sheriff's Office feels it would be more appropriate if Trick or Treating were observed on Saturday evening, and his office would prefer that. Ms. Floyd stated that she understood there were some public safety concerns, and the calls she had received requested that Halloween be observed on Saturday evening.
Motion by Mr. Huckaby to adopt a resolution requesting that Trick or Treating be observed on Saturday, October 30, 1999, rather than Sunday, October 31, 1999. Ms. Floyd stated that this is a request, not a mandate. Motion seconded by Mr. Adams and carried.
