What is the Transportation Enhancement Program?

Mission Statement:

To provide the citizens of Spartanburg County an alternative funding source for projects that will preserve and beautify the county transportation network, adding to the general quality of life.

Background:

The Transportation Enhancement Program started in 1992 after The Intermodal Surface Transportation Efficiency Act of 1991, known as ISTEA, was passed. The Enhancement Program is just one of the many non-traditional transportation activities associated with this law. The Enhancement Program has received a great deal of attention because now, nine years into the program, the community is beginning to see the improvements.

With the Enhancement Program well on its way into the twenty-first century a new bill was adopted in 1998 called The Transportation Equity Act for the 21st Century, also known as TEA21. This bill replaced what was once known as ISTEA. The main objectives of TEA21 are to rebuild America, improve safety, protect the environment and create opportunity. These are the key elements to continue promoting economic growth and trade in the Spartanburg area.

Organization:

The SPATS Enhancement Committee consists of a variety of professionals from different organizations. The members of this committee are responsible for reviewing potential projects and voting on them based on selection criteria Selection Criteria The committee is also responsible for monitoring the progress of each approved project to ensure they are completed in a timely manner. Each year the committee receives funding for the SPATS Transportation Enhancement Program. Only areas that are within the SPATS outlined area of Spartanburg County are eligible for these funds. The program may reimburse up to 80% of the allowable expenditures for an approved project. Each applicant is also required to secure the remaining 20% local match for the estimated cost of the project through direct funds, donated materials, or in-kind services that meet federal and program guidelines. The SPATS Policy Committee is responsible for approving the projects that are recommended by the SPATS Enhancement Committee.
