In order to streamline our development process, please be advised that as of the August 9th deadline for the September 6th Planning Commission meeting, the cutoff for acceptance of complete packets (to include site plan to scale, acting agent authorization forms for all parties with an ownership interest, etc.) will be no later than 12:00 p.m. on the day of the deadline. Thank you for your understanding and patience as we transition to our new online submittal process.

Spartanburg County has implemented a new development project tracking and approval program called EnerGov.  We are pleased that it includes an online component called Citizen Self Service (CSS).

Anyone will be able to submit concurrently for Planning, Engineering and Building Codes approvals and permitting.  It requires registering for an account, then applying for a permit/project approval.

Mission Statement

To plan comprehensively for the orderly growth and harmonious development of Spartanburg County.

Growth management coordination, land use planning, infrastructure planning, transportation planning, and GIS land base mapping are all components of the County's Planning program in support of this mission.

In addition to staffing the Spartanburg County Planning and Development Commission and Board of Zoning Appeals, the Planning Staff also helps coordinate the activities of the SPATS Policy Committee and the County Water and Sewer Advisory Committee.

Area Performance Planning 

New Subdivision Regulations became effective countywide on January 1, 2020, along with the Performance Zoning Ordinance (PZO) which currently covers only the Southwest Planning Area. The design standards and sign regulations found in the PZO will now be effective countywide. The Unified Land Management Ordinance (ULMO) remains in effect in the remainder of the County. The Planning Department Staff is committed to providing timely and efficient service to the citizens of Spartanburg County. We do our utmost to ensure projects are reviewed in a timely manner. We appreciate your patience during this time of transition to new County Ordinances.
