HOME Program

The HOME investment partnerships program (HOME) is a U.S. Department of Housing and Urban Development program that provides funds to local governments to expand the supply of decent, safe, sanitary and affordable housing.  The HOME program also strengthens the County’s ability to assist the financing and development of low and very low income housing.


Community Housing Development Organization (CHDO)

A Community Housing Development Organization (CHDO) is a private non-profit organization that is organized pursuant to the definition in HUD regulations.  HUD requires that at least 15 percent of HOME funds received by Spartanburg County must be set aside for specific eligible activities undertaken by CHDOs.


CHDO Certification

Spartanburg County must re-qualify an organization as a CHDO each time it receives additional funding. and requires all CHDOs receiving funding to re-qualify at least once per year.
