The U. S. Department of Housing and Urban Development (HUD) requires all recipients of CDBG and HOME funding to prepare and submit the following reports:

  • The Consolidated Plan is a comprehensive plan that is intended to identify needs within the county and establish priorities for meeting those needs over a 5 year period.
  • The Annual Action Plan describes what is planned for each fiscal year and must be approved by HUD before it can be implemented.
  • The Consolidated Annual Performance & Evaluation Report (CAPER) is a HUD required report that looks back over the past program year and accounts for expenditures spent on specific programs, number of people or households benefited by each project and the extent to which goals set forth in the Annual Action Plan were met.
