The Community Development Department also administers several other programs and projects for Spartanburg County to assist our citizens.
Citizens' Academy
Spartanburg County’s Citizens’ Academy is a learning forum intended to provide participants with insight on how county government works, open lines of communication between citizens and county staff; provide information on how citizens can easily utilize the services offered by county government; and provide a realistic understanding of county government operations.
There are two 8 week sessions each year, beginning in March and September. Information on applying for a class will be posted here. For more information Contact Kathy Rivers or Chasity Davis at 864-595-5300.

Community Event Sponsorship
Spartanburg County considers sponsorship of national, regional and local events and activities from non-profit organizations which offer opportunities to enhance Spartanburg County’s programs, community services events and tourism.

HIV / AIDS Committee
The purpose of this committee is to focus attention on the issue of HIV / AIDS in our community with a county perspective. The committee serves as a coordination and communications entity among agencies and organization that are involved with HIV / AIDS education or work with persons living with HIV / AIDS. Currently, the committee publishes and updates a report: “HIV and AIDS – A Spartanburg County Perspective”, as well as a brochure.

The HIV / AIDS - A Spartanburg County Perspective report examines the impact of the Human Immunodeficiency Virus (HIV) and Acquired Immune Deficiency Syndrome (AIDS) on Spartanburg County, South Carolina.
The Spartanburg County Community and Economic Development Department and the Spartanburg County HIV / AIDS Committee set several goals for this document. They are:
- Describe the impact of HIV / AIDS in Spartanburg County
- Educate the community about HIV / AIDS
- Make recommendations to Spartanburg County government

Disabilities and Special Needs Board
It is the purpose of the Board to plan, develop, coordinate, improve and advocate for community services for persons of Spartanburg County with mental intellectual disabilities, autism, related disabilities, head injuries or spinal cord injuries so that they will be able to participate as valued members of their communities to the maximum extent practical and to live with their families or in family settings in the community in the least restrictive environment available.
